Recently, the draft of the "Zhejiang Province Action Plan for Accelerating the Development of New Energy Vehicle Industry" was released for comments. 1 Characteristic development of new energy commercial vehicles and special vehicles. Accelerate the introduction of high-quality new energy commercial vehicle companies and activate the commercial vehicle production capacity in the province. Give priority to the development of pure electric commercial vehicles, combine the requirements of low-carbon transformation of logistics and transportation, and actively develop battery replacement, hydrogen energy and methanol-powered new energy heavy trucks. Promote the characteristic development of the special vehicle industry, actively cultivate a group of new energy special vehicle manufacturers, and accelerate the new energy of cold chain logistics vehicles, municipal vehicles, dump trucks and other products.
2 Strengthen the characteristic bases of new energy vehicles. Make the "10,000 mu and 100 billion" new industrial platforms dominated by the new energy vehicle industry in Hangzhou, Ningbo, Wenzhou, Huzhou and other places bigger and stronger. In Hangzhou, Ningbo, Jiaxing, Huzhou and other places, drive the development of the industry with "intelligent manufacturing of complete vehicles + scene demonstration" and build characteristic bases for intelligent vehicles. Accelerate the construction of provincial hydrogen fuel cell vehicle demonstration areas (points) and build a number of characteristic bases for hydrogen energy vehicles.
3 Promote cross-regional collaborative cooperation. Actively integrate into the construction of the Yangtze River Delta new energy vehicle industry cluster, jointly build the Yangtze River Delta new energy vehicle industry chain alliance, strengthen the cooperation of leading enterprises and the coordination of whole and parts, and form a joint force for the development of the industrial chain. Collaboratively build a common technology joint research platform, investment and financing platform, testing and testing base, etc., to achieve mutual recognition of systems, standards and results. 4 Promote the construction of new infrastructure. By 2025, a total of more than 80,000 public charging piles, more than 350,000 private charging piles, and 50 hydrogenation stations will be built.
5 Promote promotion and demonstration applications in various fields. Promote the full electrification of public vehicles, increase or update the proportion of new energy vehicles in public transportation, taxis, logistics and distribution vehicles to no less than 80%, and purchase new energy vehicles for official vehicles, except for special scenarios, to reach 100%, support the application of new energy vehicles in sanitation, postal services, ports and airports, and create a number of demonstration cities for the promotion and application of new energy vehicles. 6 Increase fiscal and tax support. For qualified core technology research projects and projects with obvious energy-saving and carbon-reduction effects, priority will be given to recommending the application of central budget investment plans. Encourage local governments to actively explore charging and swapping infrastructure and hydrogen station operation reward and subsidy policies linked to service quality and operation efficiency.
7 Strengthen element guarantee. Adhere to the principle of "land elements follow projects" and give priority to including new energy vehicle projects in the provincial major industrial project database. Leading projects that are particularly important or included in the provincial, municipal and county mayor project can apply for the use of reserved land plan indicators. Encourage key areas to tilt construction land towards the new energy vehicle industry, and give priority to revitalizing and vacating existing industrial land for major projects and demonstration projects in the field of new energy vehicles. Do a good job in land guarantee and planning land approval for the construction of charging and swapping facilities and hydrogen stations.
8 Strengthen overall promotion. Adjust and improve the provincial new energy and smart car development joint conference system, clarify the leadership of the provincial government, optimize the composition of member units, set up special working groups such as the promotion and application of new energy trucks and hydrogen fuel cell vehicles in accordance with work needs, further establish and improve the "four systems" working mechanism, and coordinate the development of new energy vehicle industry.
9 Strengthen standard guidance. Improve the technical standard system of new energy vehicles and smart vehicles, promote the formulation of local standards and enterprise group standards, and encourage leading enterprises, scientific research institutes, etc. to participate in the formulation and revision of international standards, national standards and industry standards.
